Oil Stains on Concrete

To treat fresh oil stains: pour kitty litter or baking soda over the stain and leave for several hours to absorb the oil, then sweep up. Apply a degreaser, scrub with a stiff brush, and rinse. Older set stains are harder to fully remove — a commercial concrete degreaser or caustic soda solution (follow safety directions carefully) can lighten them significantly.
Fair Wear and Tear in a Garage
General dustiness, minor marks on walls from parking, and light surface staining on concrete over a long tenancy are fair wear and tear. Significant oil contamination, damage to the garage door mechanism, or broken shelving are damage and can be claimed.
